"a panel of ..." through WHICH

Good question I will say...
I chose A..please post the OA also. My reasoning follows:
If we use comma here then the second clause should modify the firms since firms is the subject here. But unfortunately when we use through after comma it would seem to modify the panel, which is wrong. So b and D are out.
Now of the remaining options we need to determine the right one. The word "through" comes here in between "brokers" and "whom" and thus here word following "through" should be in sync in terms of plurality/singualrity of the word which precedes it i.e. brokers. Hence we need to use "whom" here. Hence A is right....

All the firms have a panel of brokers through whom they transact deals and build databases.
(a) brokers through whom they
(b) brokers, through whom they
(c) brokers through which they
(d) brokers, through which they
