All the other choices except D have an issue with them:
A) should be has shown (Subject verb error)
B)
is to be rising is convoluted and not correct (style error)
C) Does not make sense
D) Correct
E) should be rising, not raising
Sometimes the correct answer is the one that has the least issues.
