I think it's E....although I don't have a academic reasoning. I think "Although not x, y" sounds better structured to me.

I pick E.
Can someone explain why "were not carried" is unidiomatic? Is it unidiomatic in particular to "carried", or is it unidiomatic to say "were not ~" at the end of the sentence?

Although not all the proceedings were...... means part of the proceedings were not carried out live..... is more idiomatic than
Although all the proceeding were not......which means all of the proceedings were not carried out live
So E is the right answer.
B, C, D are awkward.

its not the question of "were not" or "were" rather its a matter of "not all" or "all not".
not all= some but not all the procedings.
all not= none of the procedings.

A for me
the meaning of the original sentence is : there was nothing live.
because of this, D and E are out, because in D and E it is said that "not all was live" which means some part was live, another part was not...and it sounds more logical with what follows ("they had a good coverage"...nothing was live but they enjoyed it)
(B) "the Communist party conference’s Moscow proceedings" + wordy
(C) tense issue
