Isn't it (E) ? the second part of the sentence appears to refer to people. Can "that" be used ?

the problem with "those" is that you need it to clearly refer to a noun and "people" are never mentioned in the independent clause, so thats why I eliminated all the choices with "those"

I think E is correct. Try substituting the "income rise" in place of that and to me sentence doesn't make much sense. I think those refer to "households" and its implicit because average is counted for multiple houses.

As you are becoming and SC queen now, I am afraid to confront you. :wink: :wink:

those clearly refers to the low income people
