C and E are left after "from 1967 to 1997"

I will go with C because "that" refers to "income rise"

"those" in E need to refer to plural noun. "income" is singular and we can't make it plural because "rose" is a verb.

Isn't it (E) ? the second part of the sentence appears to refer to people. Can "that" be used ?

I think E is correct. Try substituting the "income rise" in place of that and to me sentence doesn't make much sense. I think those refer to "households" and its implicit because average is counted for multiple houses.

As you are becoming and SC queen now, I am afraid to confront you. :wink: :wink:
