'Beavers number' can not be compared with '18th century'. So A and B are out.

FYI

To compare to is to point out or imply resemblances between objects regarded as essentially of a different order;
To compare with is mainly to point out differences between objects regarded as essentially of the same order.

Error Analysis:
1. The sentence presents illogical comparison. The number of beavers has been compared to the eighteenth century.

POE:

Choice A: their number has declined compared with: Incorrect for the reason stated above.

Choice B: their numbers have declined compared with: Incorrect as this choice repeats the same error of Choice A.

Choice C: their numbers have declined since: Correct. Use of “since” clearly conveys the intended meaning of the sentence.

Choice D: their numbers have declined in comparison to those of: Incorrect. “those of” stands for “numbers of”. This again leads to an illogical comparison.

Choice E: the number of them declined since: Incorrect. “the number of them” is not same as “their number”. This choice seems to suggest that beavers had some kind of number that started to decline.

A & B - Wrong comparison ('number' compared with 18th century - illogical)
C - Grammatically correct
D - 'in comparison to' is used when we are comparing two unlike things, but here from the
context we can infer that comparison is between numbers.
E - no present perfect used. (have declined since - correct)

But one question:
What if we use 'with' in D, does it make sense?

I narrowed it down to C & D, but chose D ...
"C)their numbers have declined since" ... I thought a sentence with "since" should have "have been" so in the case I was expecting "have been declining"

Why do you says that numbers of illogical in option D...what is wrong in the statement that the numbers have declined in comparison to the numbers of 18th century?

This is disguised pretty well, we are comparing beavers with the numbers of eighteen century (literally 1800 the digits themselves) that's totally illogical
E)the number of them declined since
them is useless and wrong in this context.

Hi Shraddha,

I do not understand how those of refers to numbers only and not 'numbers of beavers'.

Does D not mean the number of beavers have declined in comparison to the numbers of beavers in the 18th century

I think D should have been: ... in comparison to those in..

Because right now, it is: ... in comparison to those of..

So, even if "those" is interpreted as "numbers of beavers", then it would be interpreted as: "numbers of beavers of 18th century". But there is no such thing as "beavers of 18th century"; it should be: "beavers in 18th century".

The time reference is the eighteenth century. During this long, period, can we expect their number to stay at one particular number?
The numbers are ever changing features. Hence, the plural 'their numbers' should be ok in the given context.

Number doesn't remain the same. But we don't say numbers when referring to the number of a group.

For e.g; The number of cars.

The only place I can think numbers is

The numbers are misleading, as in a collection of numbers itself.

The number of students, the number of houses, etc.

This question which originated in 2012 must have been correct then. It is not that this reasoning is wrong but is not used by GMAT these days.
