C appears to be the correct answer since the conjunction 'but' joins the two statements. A is wrong since "devoted to local history" and "various ethnic groups" are not parallel. Please comment

I pick A

Although dozens of New York’s small museums are either devoted to local history or (implied 'to') various ethnic groups, there are

C seems ok, but does not seem to contrast properly, because 'but' here seems like a week substitute for Although.

I pick D. 'And' to me, simply introduces another dimension; in order words, a shift from the previous issue under discussion. In our case, while the first talks about local history and ethnic groups, the second indicates when some museums open. This 'And' is missing in C. 'But' in C seems to express comparism, which in my opinion does not exist in the stem.

My pick is A, but I have a question. Of the original answer A, and the following sentence, which is a better way to put it?

"Although dozens of New York’s small museums are devoted either to local history or various ethnic groups, there are..."

Putting "either" before devoted is better or after devoted?
