As you said 'Younger and older means all younger and all elder people' NOT any specific group of older or younger people hence 'The' cannot be used since 'The' is only used to indicate A SPECIFIC SET

(E) people who are younger and those who are older

C is incorrect since "the" indicates that the sentence is talking about a particular group of “younger” and “older” people.

The younger and the older is a awkward construction. Apart from this there seems to be no other explanation. Maybe if guys like Marcab or Daag Pitch in we can close in on the issue
