D looks best tom me.....I think C has a problem in that it seems as if referring to britain's first national museums and not that it was the first of the museums....

C is best. A has two errors. It lacks the parallellism which C has "to seek support...to increase income..."
Also, "support from" is wrong.
"support from" is synonimous to "encouragement" ie. to seek support from partizans
"support of" would be used for monetary support

IMO, it is C.
First, Among the first [of] ... that is not good usage. A, D are not correct.
Second, parallel structure...look at the latter half of the sentence.
Britains first museums [ ] and to increase income by...
I think you will agree that C is the only one out of B,C and E that fits the parallel structure requirements.

Official answer is D
C is ambiguous because Britain's first national museums seems to mean first of the British museums that were national... whereas it is intended to mean first of the British national museums that resorted to any kind of outside help!!!
That is my 2 cents.
This is a GMAT Plus question and I do not have access to the official explanaton to it.

Isn't 'to seek support of' the correct idiom..?
