not quite sure what "which were" from answer B is refering to. I feel like it could as well be refering to the two events mentioned in the beginning of the sentence, therefore the clarity is the issue here. Could someone else please clarify ?

For the sentence in Ans B :
"when she participated in the hearings on the impeachment of President Richard Nixon, which were"

Here closest noun to "which" is "hearings" and hence 'hearings' is modified by which.

You can actually read the sentence simply as -"she participated in the hearings, which were televised......."
because "on the impeachment" and "of President Richard Nixon" are prepositional phrases modifying hearings only and none of these can be taken as noun being modified by which.

Also, The noun being modified by Which should agree in numbers. Which Were - Plural & Hearings - Plural.

A - no antecedent for the pronoun "she".
B - looks good. which refers to the gigantic noun phrase "hearings on the impeachment of President Richard Nixon
C - after the "although clause", we need to put the subject, Barbara Jordan, but we have a pronoun IT instead. nope. verb was - does not agree in number with "hearings".
D - also - redundant with "and" same construction error as in C. ing modifier - not needed.
E - same redundancy error as in D. verb "was" does not agree in number with the subject "hearings".

B is thus the best.

Look at the verb after ‘which’; it is plural and hence what it represents should be a plural word. There are only two plural words namely Representatives and hearings in the entire passage. Obviously, 'which' cannot refer to representatives (human beings). Therefore, it should be only the hearings. The relative pronoun and noun relationship is quite clear. The hearings were indeed televised.
