(A) Especially unintelligible the infliction of suffering;.... especially, an adverb properly modifies the adjective unintelligible; the infliction is the object of the verb ‘find’. Proper construction and correct choice

(B) especial unintelligible the infliction of suffering : especial is adjective; cannot modify another adjective unintelligible

(C) especially unintelligible sufferage that is inflicted: There is no such word as sufferage. Either it should be suffering or sufferance. I do not thing it is typo for the word suffrage, meaning voting rights, a word that is totally out of context,

(D) especially unintelligible the suffering that is inflicted: D is good enough as far as grammar goes; but it is the infliction that is unintelligible and not the suffering itself; IMO, we should maintain the original intent of the tax; hence D is a little out of choice.

(E) Especially unintelligible the inflicting to suffer: the inflicting, a gerund here is inelegant, when a more popular infliction is around

OK let’s try this one. First, let’s get rid of the incorrect answer choices by applying POE. ‘B’, ‘C’ and ‘E’ are out right off the bat. Now, between ‘A’ and ‘D’, gramaticallly both answer choices are correct. But what is is that we find unnintelligible? -which by the way means impossible to understand. Is it the infliction of the suffering or the suffering itself? It is the infliction of the suffering. Hence, ‘A’, the original answer choice is correct.
