Q1. reported problems = plural, so need plural verb 'stem', down to c,d,e. I am not confident on this one but I would go C based on concision and parallel construction. Can anyone confirm? (or shoot down )
Q2. costs= plural, so need a plural verb. Thus 'amounted to' is correct and we are down to c,d,e. Of those, 'greater than' is correct. I would go with C again.

I think it's D 1. stem from (singular is correct) eliminate a, b immediately 2. then look after dash, e is out because they do not refer anything and it's grammatically wrong 3. between c and d.. I think C: after , and i think we need subject and verb D: stays the top choice for me

OA please
a higher sum in E is wrong as both of them have same meaning and it makes the sentence redundant & wordy so E can't be right. Also as far as C & D are concerned greater than is a correct idiom so C is the best choice.
