Why E beats out C & D is because its the stricter limits on med services that will result in X & Y. Not because limits on medical services and X result in Y as in D.

This is an example where all you have to do is to identify the right parts in the SC that need to be parallel. Here in this example "impose" is the main verb and requiring/spending are the modifiers (that needs to be ||) ... and these are modifying the clause "impose stricter limits on medical services".

Need "that" here. requiring doctors.... and spending less time.... is parallel and hence (E).
