The plans "impose" stricter limits on services, but not spend less money...so C is out. B as well can't be an answer. I think D would be better than E. Anyone???

No E is better than D.

First off all A & B are out because we need that here.

Why E beats out C & D is because its the stricter limits on med services that will result in X & Y. Not because limits on medical services and X result in Y as in D.

E looks perfect. This is an example where all you have to do is to identify the right parts in the SC that need to be parallel. Here in this example "impose" is the main verb and requiring/spending are the modifiers (that needs to be ||) ... and these are modifying the clause "impose stricter limits on medical services".
