D is wrong because "attempt at" is wrong idiom

the right idiom is "attempt to"

Idiom: is it attempt to, attempt for, or attempt at?
Here it is "Attempt to", so eliminate B, C, and D.

In E, present perfect is the wrong verb tense to use, despite its apparent consistency with "has been unsuccessful".
Present perfect is typically used for actions that began in the past and continue into the present. It can also be used to specify a past event at an indefinite point in the past.
Here, the "two decades ago" makes present perfect an incorrect tense.
Consider "I have lived in New York five years ago." -- doesn't sound right and it isn't right.

So The correct answer is A.

Not sure, but would like to share my understanding

attempt to -> if it is followed by verb
attempt for -> if it followed by noun

It should be E

An attempt to ratify the Equal Rights Amendment ( noun phrase), begun almost two decades ago ( unresctrictive clause, but should be resctrictive), has been unsuccessful despite efforts by many important groups, including the National Organization for
Women.

Only A and E stands out I guess.
I will go with A. in E has begun .... has been unsuccess full ... I don't think fit together.

I got it wrong in first attempt; I guess picked worng approach. After knowing OA, looked on it once again. A is better because E is the case of split infinitive. It is always better to have verb and to close to each other. Please share your opinion

I still think E is a better choice..... "the Equal Rights Amendment, begun almost two decades ago," seems missing something.

I chose A but almost eliminated it at first glance. I automatically went to the modifier that starts with begun. In assessing other answers, I recognized that I needed the correct idiom. My studying's hit or miss these days so I can't say for sure that the idiom is to attempt. However, as a native English speaker, to attempt seemed to be my best option.

A

- A & E are the only choice that use the correct constructs i.e. attempt to ratify
- E has a tense problem i.e that has begun almost two decades ago

I don't think 'attempt at' is a wrong idiom, e.g. my first attempt at GMAT. I agree with ASTHANAP; it feels right.

Well I selected A for the similar reasons.
