spending "AND" start- And makes it feel that there are two different event- Lowering of employment rates and start a cycle of layoff. (notice the from at the beginning of the sentence)

B) a lowering of employment rates triggered by dropping investment, which causes people to cut consumer spending and starts a cycle of layoffs leading back to even lower employment rates.

Same as A)

C) falling employment rates triggered by a drop in investment, which cause cutbacks in consumer spending, starting a cycle of layoffs that lead to even lower employment rates.


This looks fine and proper use of verb-ing making it appear a result of previous clause rather a new condition.

D) falling employment rates that are triggered by a drop in investment, causing people to cut consumer spending and starting a cycle of layoffs that lead back to even lower employment rates.

AND- same as A)

E) falling employment rates that are triggered by a drop in investment, causing cutbacks in consumer spending and starting a cycle of layoffs leading to even lower employment rates.

Is C the answer? I beg to differ. Let us analyze.

A) a lowering of employment rates triggered by a drop in investment, which causes people to cut consumer spending and start a cycle of layoffs leading back to even lower employment rates. ------- ‘which causes’ refers to investment and hence flouts the relative pronoun touch rule.------- gone


B) a lowering of employment rates triggered by dropping investment, which causes people to cut consumer spending and starts a cycle of layoffs leading back to even lower employment rates. --- same as A ---- ‘which causes’ refers to investment and hence flouts the relative pronoun touch rule .------ gone


C) falling employment rates triggered by a drop in investment, which cause cutbacks in consumer spending, starting a cycle of layoffs that lead to even lower employment rates. --- same as A and B

D) falling employment rates that are triggered by a drop in investment, causing people to cut consumer spending and starting a cycle of layoffs that lead back to even lower employment rates. ---- Avoids the touch rule pitfall by using the adverbial modifier that can modify a suitable theme in the preceding part – here, a cumulative effect of a resultant recession arising from drop in investment and drop in employment rates. However, unfortunately in the phrase - lead back – the back is redundant – gone

E) falling employment rates that are triggered by a drop in investment, causing cutbacks in consumer spending and starting a cycle of layoffs leading to even lower employment rates. Avoids the A, B, and C touch-rule trap and also omits the redundant 'back'
