please explain the answer.

I prefer B to A.
D and E seem to change the meaning of the sentence and as far as C is concerned, 'hopefully' is not GMAT lingo.

(A) can, it is hoped, provide enough power to set - MAY BE

(B) it is hoped, can provide enough power that will set - MAY BE
(C) hopefully can provide enough power, this will set - WRONG

(D) is hopeful to set - Here we are talking about specific cyclist

(E) hopes setting - Same problem as D.

A or B

there is no use of comma before 'it is hoped' in 'B'.

I pick A.
