Choose C on that

"...the media have focused on...but they have generally overlooked..."

is pretty parallel and sounds good, the modifying phrase is placed correctly

Somehow I was stuck between C and D...

We also have they here
but they have generally overlooked the cost of actually
administering elections, which includes facilities, transport, printing, staffing, and technology.

I vote for C

My pick is "C".

In the non underlined portion : "... but they have generally overlooked ... " - they clearly replaces a plural antecendant, in this case "the media".

The singular form is "medium", but the doubt here is whether "the media" is singular or plural. To me, the usage of "they" in the non underlined portion settles it - as plural.

C - "the media have focused....have overlooked"

In E, "the media has" is wrong....
