Assume that the total motorist who exceed the speed limit = X

Motorists who don't get ticket = 20%X

So, motorists who get ticket = X - 0.2X = 0.8X and this is 10% of total motorists

Since 0.8X = 10%
X = 10%/0.8 = 12.5%
