Boy explaining is hard but it clarifies my own thinking
This is my analysis
In the given sentence it is not clear to what "which"
refers to. It could refer to the "price" or "the gasoline"
So A) B) and C) are out.
Now between D) and E)
What do you think is good
Making an attractive substitution
or
Making some substitute attractive
E is better because it conveys the indirect effect of increase in the price
of gasoline. The increase is not making an attractive substituion but it is making
a substitute attractive. These two are completely different things.
I make an attractive presentation - The presentation did not exist here.
vs
I make a presentation attractive - The presentation did exist before

Adding to anand's reasoning is the fact that "That", "which" can only refer to a ONE noun/pronoun...they cant refer to a whole clause..
u will notice that the phrase is modifying the main clause " As price of gasoline rises"..and not"prices" or "gasoline"
