I arrived at B with following reasoning.

yet the temperatures are so cold and the ice cap is reflective


Here, the word "and" has to make two things parallel. Looking at the sentence, there is nothing parallel to the word cold. So, looking for more parallelism, we need parallel structure to "the temperatures are so cold". The only answer that contains this is B - "the ice cap is so reflective"

A - not parallel
B - correct
C - "the ice cap so reflective" is missing the verb "is".
D - the ice cap reflective is missing the verb "is". It also requires "so" for parallelism.
E - the ice cap reflects so that.. is good construction. However, it is not parallel to yet ... and ... and hence not correct.

I will go with B, for reason mentioned below
parallelism; the temperatures are so cold and the the ice cap is so reflective

Isn't it correct that independent clause introduced by semicolon should stand on its own. If yes, what does "were it to do so," imply in the above sentence? It looks as if its dependent on previous clause. Any explanation please?

the sentence after the semicolon doesn't stand on its own, and i cant find any other option that makes sense to me at least. Wired, but if i have to choose i go for B for parallelism.
