B for me.

Antarctica receives more solar radiation than does any other place on Earth, yet the temperatures are so cold and the ice cap is so reflective that little of the polar ice melts during the summer; were it to do so, the water levels of the oceans would rise 250 feet and engulf most of the world’s great cities.

1. Items in red are parallel.

2. Item in blue provides the subjunctive mood

3. 'it' refers to Ice cap.

C for me

B is perfectly parallel, but it suffers from other problems such as

"it" in B is ambigous without a clear referent

and "to do so" doesnt refer to any action mentioned earlier

to me C is correct as it shows the contrast by using "or else"

whats the OA?
