A -> awkward sentence, makes 'ice cap is reflective' like a phenomena despite getting more solar radiation
B -> out, second part of sentence is not independent
C -> out, use of 'or else' sounds awkward
D -> suggest a choice of x or y
E -> Going with this choice. Second part is independent, first part does not have double meaning

E for me.

I would say (B) maintains parallel structure of so...so... Besides, the sentence correctly uses the unreal conditional.

B as well.

is so cold should be followed by is so reflective: parallel.
B also use the unreal condition: the best choice.

I vote for B.

A - Incorrect. Usage '...is reflective....'
B - Correct.
C - Incorrect. Usage '..is so reflective ....'
D - Incorrect. Usage '...reflective'
E - Incorrect. Usage '...reflects so that ...'

Hence B.
