I thought anything after ';' should be an absolute construction.. is that not true???

What do you mean by absolute construction and why OR ELSE is right here. Can you explain a bit more? BTW your answer is right. OA is C

This is how I percieve it...may not be 100% true..
After each story from a kindergarden book, there will be a statement : THE MORAL of the story is ".................", which usually is a very generic statement, a comment, Idiom or some thing like that...
I relate anything affter ';' to the style above..
It is not exactly an absolute construction here but something similar to that, which doesn't modify the subject of the sentence but the whole sentence. To be precise a stand alone statement should follow a ';'
I narrowed down to c & d
In C
so cold and so reflective - in parallel.. In the original stem the verb used is oceans would rise 250 feet , by which we need a conditional preposition. C has 'or else' to supplement it.
