Any chance for MBA/MPP or MBA/IR with my GRE?

Hello, guys.
Just got this great forum recently, and I need a evaluation on my profile.
I'm a Chinese (Male), majored in Arabic Studies in undergrad, with work experience in diplomacy for 5 years. I've studied in Yemen for one year, and worked in Iraq, the UAE, and now in South Sudan.
My undergrad GPA is 88/100, and GRE is V151(51%) Q166(94%) AW4(48%), which equals to a GMAT 640, IELTS 8.0 and TOEFL 104. Though I got a decent IELTS, really worried about my unbalanced GRE.
Language spoken: Chinese (native), English (IELTS 8), Arabic (college major and working language)
As to my experience, I think I got some stellar points:
1. I self financed my college study through part-time work, good in academy, awarded with governmental scholarship to study in Yemen.
2. qualified extracurricular experience: produced and hosted a news radio program in college for two years, volunteered in a poverty driven village in China, organized a successful fund raising concert for one school mate who got leukemia, then part-time Arabic teachers, business consultants and interpreter
3. in Yemen, worked for a big construction project as interpreter of Chinese, English and Arabic, then promoted to Deputy Administrator, managing 300 Chinese and 500 Yemeni labors, as well as mediating with Korean engineers, French quality control department and Yemeni client
4. offered to work in Ministry of foreign affairs upon graduation. many defining moments in my diplomatic experience.
served in Iraq, where experienced terrifying security situation, including survived giant serial bombings twice within walk distance
directed a evacuation project where managed to get 1000 chinese from war torn Libya
concentrated in political analysis and international development while in S Sudan
Target program and school: MBA/MPP or MBA/IR. interested in HBS, Wharton, Tuck, INSEAD for MBA, and HKS, SAIS, HARRIS, WWS for MPP or IR, with specialization in development in the Middle East.
career vision: working in leading consulting companies specialized in development projects in the Middle East operated by Chinese and international consortium
My advantage mainly lies in my relevant professional experience, and maybe my multi culture experience as well as trilingual ability. However, there are also disadvantages: average GPA, lack of quan education, and mostly my POOR GRE scores, especially with consideration among a large number of Chinese applicants who are mostly great in GPA, quan and standardized exams.
Since I'm currently in Juba, workload is really tough, and I have to fly to Uganda, Ethiopia or Kenya if taking GRE or GMAT for another time, which is really inconvenient.
I want to listen to you guys, do I need to sit another exam, or maybe I'd better to save time to concentrate to write impressing essays?
