This seems like a great way to learn about how a school will help you a couple years down the road...

Any tips or advice for locating alumni in certain areas, and then how to approach them when you contact them out of the blue?

Your best bet is to try and find an alum with whom you have some sort of connection - a mutual friend, same company, same undergrad, etc. It will make it much more likely that they'll take the time to talk to you and answer your questions than if it's a random cold call.
