When does one pay application fees?

For example, let's say I apply to 4 or 5 schools in R1. I probably won't have decisions from them until mid-end December at the earliest. I would want to start working on about 3 R2 apps during November and December.

Am I allowed to start working on the R2 apps during November/December, gather recommendations from recommenders, but then decide that I do not want to submit or pay the application fee if I gain acceptance to one of my top choices in R1?

you dont pay until the very end right before you hit submit, so feel free to open as many apps as you want

Only thing that stinks about signing up is you get tons of emails from all the schools. I know I had access to Tuck, Duke, Ross, CMU, Darden, and BC...I never applied to any of those. As Dabots said you only get charged when you press submit basically.
