Approximately 5,000 people who have been convicted of nonviolent crimes in the state have been given community-service sentences instead of prison sentences. These offenders perform services cmmensurate with their training and skills from scrubbing floors to conducting research for the state. The community-service program, which began in 1979, has grown immensely as a result of drunken-driver legislation enacted a few months ago.

Prisons became overcrowded. Lawmakers devised plan to punish nonviolent criminals without putting them in jail. Thus was born the community-service program

A would have the opposite effect on people wanting to enact the program
B - the passage mentions nothing about state employees
C - THe passage mentions nothing about judges and age
E - Drunken-driver legislation is only metnioned in regards to today, not in the 1970's
