It's straight E:
If a=b=0.5, then \frac{a}{b}=1=integer and \sqrt{a +b}=1=integer, and the answer to the question is NO;
If a=b=2, then \frac{a}{b}=1=integer and \sqrt{a +b}=2=integer, and the answer to the question is YES.

Answer: E.
