It's straight E:
If $$a=b=0.5$$, then $$\frac{a}{b}=1=integer$$ and $$\sqrt{a +b}=1=integer$$, and the answer to the question is NO;
If $$a=b=2$$, then $$\frac{a}{b}=1=integer$$ and $$\sqrt{a +b}=2=integer$$, and the answer to the question is YES.
