Are "Hard" problems in OG of 700-800 level ?

Part of the answer is: no one really knows for sure. GMAC is quite cagey about this sort of thing, but presumably, the harder questions in the OG, which tend to come toward the ends of sections, mirror the difficulty level of the harder questions on the real GMAT. That is a general assumption, although no one can conclude this with dogmatic certainty, given the publicly available knowledge that surrounds these issues.

At another level, the whole idea that a single question, in isolation, is or could be of, say, a "700 level" is profoundly problematic and, arguably, meaningless. See the discussion here:
