In my view, the answer is E

How ?

statement I : P*Q is a multiple of 9. Pick 3*6 and 5*9
Statement II : Q is a multiple of 3. You don't know the value of P

Combined it all together with my example in statement I, the answer is surely E

Right and Clear ?
