Are you still reading the other newspaper in town? Did you know that the Daily Bugle is owned by an out-of-town business syndicate that couldn’t care less about the people of Gotham City? Read the Daily Clarion, the only real voice of the people of Gotham City!

D should be it; even though it is owned by outside company, higher level officials are residents of gotham city

B
The argument is Daily clarion is better than Daily bugle, because Dbugle is owned by out of town owners, who do not care about the intown people.
To refute this it has to be proven that Daily Bugle cares more about intown people than Daily clarion or vice versa..
If D is true it does not mean they care about the intown people,,,
B does that precisely

The argument is about the newspaper company being owned by people outside of Gotham. Since these people don't live in Gotham, their newspaper wouldn't be the real voice of the people in Gotham.
D directly attacks this argument by saying although the company may not be based in Gotham, their editors all live in Gothan, so it's not true to say The Daily Bugle is not the voice of the poeple in Gotham.
