Surprised, no one has taken this up yet ! Very tricky one !

IMO - D should be it.

A - Location of HQ is irrelevant
B - Does not imply DB devotes less pages to intown coverage than DC
C- out of scope
D - Correctly refutes that the DB folks wouldnt care less for the City folks.
E - out of scope
