initial reaction i went with B, if most of the daily clarions pages are out of town news, then they cant be the voice of gotham
but on second thought after looking at auros response, D does make better sense
just because the daily clarion devotes more of its pages to out of town news, it could be that they have a thousand pages in hte newspaper and 2 pages are devoted, compared to one page devoted, so it really doesnt tell you much,
so on second thought D is my answer
