Between B and C....IMO B....

(B) The Daily Clarion usually devotes more of its pages to out-of-town news than does the Daily Bugle. - let's consider there are 10 pages in both the papers and DC devotes 2 pages and DB devotes only 1 page for out-of-town news, however what if DC devotes 8 pages for GC and DB devotes only 9 pages for GC, hold on
(C) Nearly 40 percent of the readers of the Daily Clarion reside outside the limits of Gotham City. - what about remaining 60% people, they stay in GC, so DC holds here, out
(D) The editor-in-chief and all the other members of the editorial staff of the Daily Bugle have lived and worked in Gotham City for ten years or more. - out of scope
(E) The Daily Bugle has been published in Gotham City for a longer time than has the Daily Clarion. - out of scope

(C) Nearly 40 percent of the readers of the Daily Clarion reside outside the limits of Gotham City. - Out of Scope
(D) The editor-in-chief and all the other members of the editorial staff of the Daily Bugle have lived and worked in Gotham City for ten years or more. - The context is that the owners don't care about the people of Gotham City. But if they live in Gotham City for more than a decade, this argument refutes the advertisement. --> CORRECT ANSWER

D is definitely the best choice. The argument basically questions owner's affiliation with the city by calling him an outsider. But D says that the owner of newspper has lived in the city for more than 10 years,which means he cares for the city
