Portion of Captial ...is this singular or plural .. ?

Capital is singluar. normally followed by is/was.
but here, since we are talking about conditional present tense we use the rule. if...were...would be...
It is like: If i were you I would go home.
regardless of the subject, in conditional clauses, u have to use plurar form of to be

Anytime you see would, look for 'were' (Subjunctive mood).

yup agreed the answer should be C. This is subjunctive mood so we need "were"
