[]that is already indirectly stated in the Premise..lets eliminate (B) During his years as a labor leader, Grayson established a record of good relations with business leaders. []same as choice A..lets eliminate (D) Most of the other members of the new council will be representatives of business management interests.[]out of scope (E) An understanding of the needs and problems of labor is the only qualification necessary for the job of chairing the new council interests.[]could be the answer Now, I am left with choice B or E. I think B is a better choice since the council is on business-labor relations, and with Grayson's labor background, and established track record of good relations with business leaders, one can recognize him as a strong candidate for the position. Making B and the answer according to me.

"Grayson is an excellent choice for the posotion"...only B speaks about why Grayson would be a good choice, All the other speak about what r the characteristic of the chair person, and they miss the link between chair person and Grayson.

Conclusion: Grayson is an excellent choice to chair the new council on business-labor relations. The one strengthen the conclusion must be supporting the conclusion or must provide additional information that validates the conclusion. One another important aspect of the strengthen/weaken question is extreme words. The more relevant extreme words, the better the choice is. In these following choices, the close tie is between B and E. But, in order to be an excellent choice, just establishing the business relations will not help. Nevertheless, if B is something like, “during his years as a labor leader, Grayson established a the most outstanding record of good relations with business leaders”, then the weight is high and better candidate for answer.
(A) The new council must have the support of the nation’s labor leaders if it is to succeed. [How this enables Grayson candidacy – Eliminate it]
(B) During his years as a labor leader, Grayson established a record of good relations with business leaders.[Close choice, but in order to become an excellent choice, there must be more than establishing the business relation – Eliminate it]
