E seems to be correct here, parrallel construction. To sell, take, subsidize and to predict. Although I am not sure why B is incorrect.

B is the most parallel.

taking advantage of off-seacon demand is a participle phrase that modifies fisheries.

E would have been correct if it is changed to
to take advantage of off-season demand, to standardize

I hope I am right.

Anan, I think you might be right, I couldnt pinpoint what was wrong with A, it shouldve been the other way.

Official answer is B. I am still not sure why they do not have 'to take ...' as one of the choices as that would be the most parallel as Anand pointed out.
