Can anyone explain why E is correct for the second one?

The passage argues that disinformation campaigns serve to protect interests of America. This is clearly stated in the passage "In a disinformation campaign, untruths are disseminated through gullible local journalists in order to damage the interests of our enemies and protect our own."
However, the author is arguing against stand. So the main point of the author is that disinformation does not serve the interest of the country.

The author contends that the fire department finds water a more effective weapon against fire. The fire that he refers to is the disinformation campaigns the soviets carry out against America. However, in the beginnig of the passage, the author states that the nation's surest weapon in propaganda was is 'truth'. So the anaalogy here is truth and water, and that's why the author bases his conclusion on.
