As one who has always believed that truth is our nation’s surest weapon in the propaganda war against our foes, I am distressed by reports of “disinformation” campaigns by American intelligence agents in Western Europe. In a disinformation campaign, untruths are disseminated through gullible local journalists in order to damage the interests of our enemies and protect our own. Those who defend this practice say that lying is necessary to counter Soviet disinformation campaigns aimed at damaging America’s political interests. These apologists contend that one must fight fire with fire. I would point out to the apologists that the fire department finds water more effective. 10. IMO B.
A) A circular definition of “disinformation” - No circular definition is mentioned. In fact there is no attempt in the extract to "define" disinformation. (B) An example of the ineffectiveness of lying as a weapon in the propaganda war -Yep. It basically says 'an eye for an eye' is not the correct solution. Fire dept. doesn't fight fire with fir rather with water. (C) An analogy between truth and water - Nope. (D) An appeal to the authority of the fire department - Out of scope/Not mentioned (E) An attack on the character of American intelligence agents in Western Europe - Out of scope/Not mentioned

Please explain your line of reasoning. IMO C I eliminated A because I do not see any circular definition there, D because it is not only the fire department which uses water against fire, and E because it is off topic. Then between B and C, I have eliminated B because there is no example in the extract.

On reading the Qn again, I think it is C only. B is almost the conclusion itself, not the base of the conclusion.

I came across this today. B is out because - the author never said lying is ineffective. He just said that truth is better than lying and both are effective. C is the viable option.

The conclusion of the author is based on the fact that eye for an eye is not the solution. he cited his conclusion with help of Fire department example. So the correct answer is C.
