we need a plural verb "have" so B and C are out.

I am not happy with "are" in E..

Nope, we need the singular verb here.
'B' is more clear than 'A' selene. The power is a noun and has is a verb.

Very GMATtie question

I would go for B too has "have" and "has" has to be decided for the "power" but not the middleman"both the...and..."
