power is singular --> need 'has'
'both' is not required, B is best.

Narrowed it to B or E.

I often struggle with the correct way to use "both". I narrowed it down to A and B. Other than the difference between have and has is there a reason why A wouldn't work.

"the power of" should modify chips and devices too..

And has refers to "The power".
