B is correct. It preserves the meaning and is grammatically correct.

The intended meaning of the statement is power of both the chips and elec devices !!! hence options A C and E are out !!!

Between B and D B is correct since power has is correct
power have is incorrect in E

Shouldn't the first part of the sentence say:

As the etched lines on computer memory chips have become thinner and the circuits of the chips more complex...

else you break the parallelism.
