Answer is B
Subject in second part of the statement is power. This is singular, so exclude all options with have .
We have to differentiate between B and C. Power is the common term to both chips circuit and elecronic devices,so it shud be at the beginning of the statement.

please can any1 explain when to use HAVE and HAS. I thought if the action is still continuing from past then we should use HAVE else HAS

can anybody ecplain what is wrong with "A" ?
both the X and the Y have is this not a correct usage ?

In A it's "both the power of the chips and the number of devices", while it should be "the power of both chips and devices"...So it's B.

How can u conclude that it should be "the power of both chips and devices"... ?

I mean how can u say that the satement is talking about the power of both the chips and devices and both the power of chips and devices

I hope you are getting my point ?

cuz when u say both "the power of the chips" and "electronic devices" has risen u mean that "power of the chips has reason as well as "electronic devices has risen", which is incorrect. Cuz electronic devices can't just "rise", they can rise say in number. Since there's no "number" in the answer options, you have to assume that it's the POWER of both chips and devices that has risen.
