As the housing affordability gap widens, middle-income families are especially hard-hit, and these families can no longer qualify to buy homes, and rising rental rates force them to use far more than the standard 25 percent of their incomes for housing, leaving them with no equity or tax write-offs to offset the expenditures.

B is the one that makes sense.
But I am worried about the use of "Since" in the sentence.

No i believe B) is wrong.

For one 'since' is a subordinate conjuction used to show cause and effect. Using since as in B reverses cause and effect. Moreover its got bad punctuation. Before 'furthermore' there should be a semicolon and after it a comma ;-)

C is the OA.
"for these families can no longer afford to buy homes" tells u why "housing affordability gap widens".
use os "yet" is to convey "even after families can't afford , they are forced to use 25 %......".

B does change the meaning of original sentence.
