(C) was said to be suggestive - PASSIVE VOICE of a level of human development not conceivable without language
(D) was said to suggest a level of human development inconceivable unless they -- Referer? had language
(E) was said to suggest a level of human development inconceivable without language

(E) seems the be the correct answer.

A & B are wrong because they use "were" instead of "was"
C is wrong because the use of "suggestive"
D is wrong because of "they"
So, E is the best.
