A recent session implies the past tense.
Paris lacks, therefore Paris needs...

OA is indeed B.
But my question is in a past tense indirect speech the speech is also changed to the past form, right? then how is B correct?
Correct me if I am wrong.

(F) decided that Paris needed
IMO, without (F), (B) is the best.

if it is.. should it mean that the govt. has decided recently.. and not "still deciding".. can u please help me on this...

Choices "c, d and e" can be easily eliminated for either awkwardness or wrong tense.
The Answer would be b and not a because of the modifier "At a recent session" which out which I think "a" could possibly be right.
With the modifier it only makes sense that "tense" be past.

B is correct.
Just to comment, the the proposed answer F cannot be correct unless we are talking about the distant past, but the passage states that it was at a recent session.
For example, if the statement began 'in 1705', it could continue 'the Frech government decided that Paris needed'. But since it was a recent session, the answer is B.
