Can we support our answer with an explanation?

I would go for B. The decision part is over, present perfect tense does not make sense.

B too. There is only 1 action in the sentence(decided) which happens in the past.

A simple past tense is sufficient. No need for present perfect.

But don't you see a problem in B... "decided that Paris needs.... "

it is an indirect speech.. so shouldnt "needs" be "needed".... lil confusded..

A looked ok though... your thought?

if you say that "Paris needed the second opera house" would it not mean that the second opera house has already been constructed. But when you read the original sentence it means the second opera house is reqd. and the decision has just been taken to construct it.

I think in a matter of indirect speech, verb has to agree with the spoken one... Like in "I asked you whether he did his job."

has decided gives the feeling that government is still deciding .. which is not true

go wid B..
even A is correct because it states some action completed in the past as presentperfect....but in the sentence there is a word recent...so in such cases where time adverbs or adverb phrases of past time are used we should use simple past....hence,B is the best answer
