let x be the total number of students who want to reduce tutuion fees & 100 be total number of students at daifu univ

then
--------------
--------| Fee Reduction
--------
St.Org | 40
No. st. Org 20/100 X
-----------------
--------| X

40 + 1/5*x = x

x= 50

The wording of the question is really confusing. My solution is based on your given answer.

draw a 2-circle venn diagram. 40% is the overlapping region.

the question stated that 20% of "those who want" to reduce the tuition is not member of the student organization. That means the "40% overlapping population" is 80% of the total students who want to reduce tuition, and thus 20% of those who want to reduce tuition is 10% of the total population. If you fill in the venn diagram, the missing population is 50%.

This is a poorly worded question that probally difficult because people don't understand what it says.

Let totl students be 100
And let x be total number of students who want reduction in tution fees
Now, According to the stem 20% of students who want to reduce tution are not members which implies 80% of the students are members as well as want tution reduction which is given as 40%.
Thus 80% of X = 40 thus X=50
