Should be D

"forbid use of offending speech" and "freedom of speech" are opposing point of views.
With respect to Democracy Speech is 'forbidden' as well as 'given freedom' - This is an apparent contradiction.

It has to be D.

A, B and E are out.

It can't be C because definition of democracy is not given.

(A) - out of scope
(B) - not supported by passage
(C) taking advantage of inconsistencies in the definition of “democracyâ€
