What author trying to say here is
event #1, negotiation with labor union
event #2, agree to increase in wages
Event #3, Allowcate funds to increase wages
event #4, approve the increase in wages

The last part of the underlined sentence should have negotiations and not negotiating.

Does not soud like the pronoun "it" in A, B and D clearly refers to the group effecting the approval.
E is awkward
Thats the only reason i'll go with C

B - wages are expected to increase, and they have not already been increased. Negate C - increasing gives a continous feeling, something to suggest that the wages are increasing at the moment. Negate D - "increases in wages" should rather be "increase in wages" - NEGATE E - wordy - NEGATE[/quote]

It is not "from negotiations" but "as a result of negotiations"
So rule out B and E
C is wrong - too many "ing"s
D - "negotiated increases in wages it expected to approve with the municipal labor unions" doesn't sound right. Negotiation is being done with the unions, not approvals.
A is my answer.
