I was going for A, but Mohish is right it should be B. The increase in wages expected describes the past action best.

Let me vote for (B).

In A, "wage" is modified.
In B, "increased wage" is modified.

B is more clear and concise than A. So I vote for B

Hold on guyz..hold on..B changes the meaning of the sentence....the money to account for increase in wages is not the same as the money needed to account for increased wages.

Let us suppose initial salary = X
Increase in salary = x

So, increased wages = X+x
Increase in wages = x

In absence of any other info, we have to maintain the meaning in the original sentence.

a) increase in wages is idiomatic while the rest of the underline gives the correct cause/effct by using "as a result of"
b) need "that" before "it expected" to introduce restrictive clause.
c) gives a feeling that wages are still increasing (progressive tone)
d) "approve with" is unidiomatic
e) "to be approve in wages from negotiating" is confusing

I go with A.

A here as well. its the most clear choice. all others are either in passive voice or change the meaning of the sentence or are plain awkward.
